Workforce planning support offer 2021

As part of the Ministry of Housing, Communities & Local Government (MHCLG) improvement grant the LGA is providing up to 25 councils with targeted support on Strategic Workforce Planning in 2021.

Local authorities can receive up to three days of support focusing on increasing engagement and embedding of workforce planning in the council. 


  • Any type/size of council can apply to the Workforce Planning Support Offer 2021 programme
  • The support offer will be bespoke to each council but the councils are encouraged to select one of the following support options :
    • talent management review to support succession planning as part of workforce development
    • workforce planning skills and knowledge workshops to support HR/HRBPs and OD officers
    • a workforce planning 'MOT' (a review of the councils current workforce planning approach)
    • skills audit support
    • series of five bitesize workforce planning sessions with a designed and developed workforce plan as an outcome
    • deep dive analytics exercises to explore job roles at risk
    • raising general awareness at senior management level
    • developing bespoke career pathways.

The successful councils will also be invited to join the existing Workforce planning Leads Network which is an active network of council officers who lead on workforce planning. Supported by the LGA this network meets monthly with a primary focus on sharing practice and learning on workforce planning

The delivery of this support package will run between May 2021 and March 2022.

How to apply

Complete the Project Initiation Form before 14 May 2021 to access the funded programme.

The form includes:

  • providing contact details (project lead at the council) 
  • Project Senior Sponsor (evidence that the project has been signed off by the council’s chief executive or a corporate/strategic director responsible for HR - a signature or an email will suffice
  • reasons explaining why the support is required.
