Public health and prevention

We are currently reshaping and refocusing our support offer in the light of the COVID-19 health emergency.


The role of council’s public health teams has been at the centre of our national COVID-19 response. We are taking some time to develop a refreshed offer, with partners, for this high profile service. What is clear at this stage is that we will have a strong focus on health inequalities and the impact of COVID-19 on vulnerable groups in the community making a joined up ‘health in all policies’ approach much more urgent. We will also link into the seperately funded support on mental health which is a key theme coming through the COVID-19 emergency.

Sector-led improvement for public health and prevention
We will continue to support the Association of Directors of Public Health (ADPH) regions and work collaboratively with them to develop this offer. Testing, Contact Tracing and Local Outbreak Planning is a priority area to focus our support.

COVID-19 Peer Support offer: Testing, Contact Tracing and Local Outbreak Planning
In June 2020 Local Government and Directors of Public Health (DPHs) have been identified as critical in managing the next phase of the COVID-19 pandemic: testing, contact tracing and outbreak management. All upper tier councils have been tasked by Government to:

  • establish a member led Local Outbreak Control Board 
  • establish a Director of Public Health led COVID-19 Health Protection Board
  • develop a Local Outbreak Control Plan

The purpose of this document is to support council leaders, the chair of the Health and Wellbeing Board, and chief executive officers to use as a checklist to establish if they are working in a way that would support planning for a local outbreak.

Friday 10 July: Webinar for HWB Chairs and Leaders on “Test, Trace and Local Outbreak”

On Friday 10 July at 8.30am the LGA is facilitating a webinar on behalf of Tom Riordan, Chief Executive of Leeds City Council who is currently working at the centre of government helping shape and implement the Test and Trace arrangements. This closed webinar aimed at Chairs of Health and Wellbeing Board and Portfolio Holders for Public Health and Social Care will provide an overview of the work on local outbreak planning, how this is working in practice and look at the role of the local councillor in outbreak planning. We will also be hearing from Althea Loderick, Chief Executive of Newham Council, who will share with us her work with community champions in Newham. Given the limits on numbers an invite to the webinar will be sent directly, with a recording available for those unable to attend later that day. This event is part of a series of events the LGA has and will be developing on test, trace and outbreak management.

Support for DPHs
The DPH has a crucial role in the design and delivery of the local public health response. Our support offer, in partnership with ADPH, is flexible bespoke peer support for DPHs and their teams to create some additional capacity, with health protection expertise, for the local response to COVID-19. System wide health and care peer challenge
We are currently looking to develop a virtual and remote offer for peer challenge, aligning closely with the developments in the LGA for peer challenge.
